The Dyson V7 is better if you have carpets and pets and want a powerful cleaner for picking debris on both surfaces.

The Dibea is a budget vacuum cleaner that is ideal for quick cleanups and homes with bare floor mostly. The cleaner is able to pick up debris on thin carpets, but its power is not enough for deeper cleaning. If you need to clean big mess spots, the Dibea is suitable, it is always ready to go because of the wall charging dock. The LED lights are useful, and this is something the Dyson lacks. If you live in a home with bare floor - the Dibea D18 is a great choice. If you don't need extra power for cleaning carpets, the Dibea is an excellent additional vacuum for your traditional one.
